Newtonian galactic dynamics as an alternative to dark matter?

This article suggests that hot gas dynamics in complex galactic systems in circumstances where general relativity is effectively approximated by Newtonian gravity may produce effects conventionally explained as dark matter or MOND.  I'm skeptical, but it probably deserves a look.

A simple explanation is always the favorite of Occam and his famous razor. Dark matter is NOT a simple explanation. Instead Newtonian and Einsteinian physics are not just well proven theories that we all accept for what they are worth (that is a lot): any theory that ONLY needs them is a winning horse.

I'd bet for this theory, honestly. Dark matter is nuisance I would not mind getting rid of.
